This morning, January 9, 2025, at the Ministry of Justice headquarters, the Vietnam Law Newspaper organized a seminar on “Improving policies and laws on ethnic enterprises in Vietnam”. The event aims to enhance dialogue, unlock resources, and promote sustainable development for ethnic enterprises in the new context.
Attending and chairing the seminar was Dr. Nguyen Thanh Tinh, Member of the Party Personnel Committee, Deputy Minister of Justice. Co-chairing were Dr. Vu Hoai Nam, Editor-in-Chief of Vietnam Law Newspaper; Dr. Nguyen Thanh Tu, Director of the Department of Civil - Economic Law; and Mr. Bach Quoc An, Director of the Department of International Law. In addition, the seminar attracted the participation of many economic and legal experts, as well as representatives of domestic corporations and enterprises.
In his opening speech, Deputy Minister Nguyen Thanh Tinh emphasized: “Implementing these requirements and directives, the Ministry of Justice has actively reviewed, researched, and proposed relevant contents. Among them, the issue of encouraging innovation, creativity, mobilizing and unlocking all resources to develop and promote the role of the contingent of entrepreneurs and enterprises needs to effectively implement Resolution No. 41-NQ/TW dated October 10, 2023, of the Politburo on building and promoting the role of the Vietnamese entrepreneur contingent in the new era.”
The Deputy Minister also shared about the directive of General Secretary To Lam: “Innovate the thinking of law-making in the direction of both ensuring the requirements of state management and encouraging creativity, releasing all production power, unlocking resources for development, and resolutely abandoning the mindset of ‘if you cannot manage it, ban it’. Law-making must reflect the breath of reality, solve practical problems, and promptly institutionalize the new policies of the Party.”
At the seminar, the Deputy Minister also expressed his hope that delegates would focus on in-depth discussions on the concept and model of enterprises; criteria for defining Vietnamese ethnic enterprises and their unique characteristics compared to other ethnic enterprises in the world. At the same time, he requested opinions on mechanisms and policies to support the formation and development of ethnic enterprises, as well as the responsibilities of enterprises towards the nation.
Attending this conference, in her speech, Ms. Ngo Thi Tinh - General Director of Bao Minh Confectionery Joint Stock Company - shared an inspiring story about the journey of preserving, reviving, and developing the family's traditional products: “Our products have been present since the French colonial period, but the war caused the profession to be interrupted. After that, I was determined to restore and develop many items on a traditional foundation.”
She said that Bao Minh confectionery products appeared in Hanoi during the French colonial period, founded by her grandparents, but were interrupted due to the war. Later, she restored and invested in development on a traditional foundation. Thanks to the determination to innovate technology and production scale, Bao Minh products have become the pride of the Vietnamese people, and at the same time reached out to many international markets.
“Last December, Bao Minh green rice cake products were officially present in the North American market, marking a proud milestone for traditional Vietnamese confectionery,” she shared. “We have broken out of the craft village, dared to invest, and dared to change technology to “reach out to the big sea”. Facing competition and challenges, we have changed significantly in terms of scale, technology, and management, helping the enterprise have enough strength to compete with foreign products.”
Ms. Ngo Thi Tinh also emphasized the difficulties when traditional enterprises have to approach new technology to improve product quality and meet the increasingly high demands of the market. She expressed her desire to receive more support from authorities, especially in institutional innovation to increase the competitiveness and breakthroughs of traditional Vietnamese enterprises.
